Key design decisions:
Composite risk score: Velocity decay (up to 40pts) + overload ratio (up to 30pts) + mood flag (20pts) + spike (10pts) = max 100 — each dimension independently tunable
Greedy rebalancer: Moves at-most 2 tasks per at-risk dev per run to avoid shock reassignments; skips moves when no underloaded receiver has capacity
Real-time: Three WebSocket events let team leads receive live burnout alerts and rebalance proposals without polling
